Appointed to the Texas State Board of Public Accountancy for a term to expire January 31, 2029, Jamie D. Grant of Arlington, Texas (Mr. Grant is being reappointed).

Appointed to the State Securities Board for a term to expire January 20, 2029, Robert R. Belt of Houston, Texas (Mr. Belt is being reappointed).

Appointed to the State Securities Board for a term to expire January 20, 2029, David B. Montgomery of Houston, Texas (replacing Kenneth R. "Kenny" Koncaba, Jr. of Friendswood, whose term expired).

Appointed as Judge of the 100th Judicial District, Carson, Childress, Collingsworth, Donley, and Hall Counties, for a term until December 31, 2024, or until his successor shall be duly elected and qualified, Dale A. Rabe, Jr. of Childress, Texas (replacing Judge Stuart Messer of Memphis, who resigned).

Appointed as District Attorney of the 105th Judicial District, Nueces County, for a term until December 31, 2024, or until his successor shall be duly elected and qualified, James D. "Jimmy" Granberry of Corpus Christi, Texas (replacing Mark A. Gonzalez of Corpus Christi pursuant to Tex. Const. Art. 16, Sec. 65).

Appointed as Judge of the 90th Judicial District, Stephens and Young Counties, for a term until December 31, 2024, or until his successor shall be duly elected and qualified, Phillip C. Gregory of Graham, Texas (replacing Judge Stephen E. Bristow of Graham, who resigned).

Appointed to the Angelina and Neches River Authority Board of Directors for a term to expire September 5, 2029, Coreen A. "Cory" Blaylock of Lufkin, Texas (replacing Virginia M. "Ginger" Lymbery of Lufkin, whose term expired).

Executive Order GA-43

Relating to products from the Gaza Strip.

WHEREAS, Texas and Israel share deep spiritual, cultural, and economic ties; and

WHEREAS, Hamas terrorists in the Gaza Strip launched a horrific act of war against Israel, killing innocent civilians, Americans, and individuals from other countries; and

WHEREAS, Texas fully supports Israel's right to defend itself against these terrorists;

NOW, THEREFORE, I, Greg Abbott, Governor of Texas, by virtue of the power and authority vested in me by the Constitution and laws of the State of Texas, do hereby order every state agency to refrain from purchasing goods produced in or exported from the Gaza Strip, and from any organization or state actor with ties to Hamas.

This executive order shall remain in effect and in full force unless it is modified, amended, rescinded, or superseded by the governor. This executive order may also be amended by proclamation of the governor.

Proclamation 41-4077

TO ALL TO WHOM THESE PRESENTS SHALL COME:

I, GREG ABBOTT, Governor of the State of Texas, by the authority vested in me by Article III, Sections 5 and 40, and Article IV, Section 8 of the Texas Constitution, do hereby call extraordinary session #3 of the 88th Legislature, to convene in the City of Austin, commencing at 1 p.m. on Monday, October 9, 2023, for the following purposes:

To consider and act upon the following:

Legislation providing education savings accounts for all Texas schoolchildren.

Legislation to do more to reduce illegal immigration by creating a criminal offense for illegal entry into this state from a foreign nation and authorizing all licensed peace officers to remove illegal immigrants from Texas.

Legislation to impede illegal entry into Texas by increasing the penalties for certain criminal conduct involving the smuggling of persons or the operation of a stash house.

Legislation to impede illegal entry into Texas by providing more funding for the construction, operation, and maintenance of border barrier infrastructure.

Legislation concerning public safety, security, environmental quality, and property ownership in areas like the Colony Ridge development in Liberty County, Texas.

Legislation prohibiting COVID-19 vaccine mandates by private employers.

The Secretary of State will take notice of this action and will notify the members of the legislature of my action.
